This thread has been done before.And the answer is Mangetsu.Those saying Kisame are unknowledgeable about the manga.Kisame power is heavily depended on Samehada.Mangetsu master all the swords, which means he also master Samehada.Also, the fact that he master Samehada means he has extremely large chakra which was stated one needs to master Samehada.Mangetsu is a beast without Samehada seeing as he could freely used any of the swords, can anyone say the same for Kisame.
