Kishimoto knows, and he made Tsunade do just healing anyways because he has no use for her character during the Pain invasion.

her best is less than naruto's ability to give his chakra out for defensive measures, one can easily conclude Naruto would make a better medical ninja if the purpose is to heal/protect.

again medical nins serve no purpose in missions/fights they can sit back and relax at home or wait for naruto to run out of chakra then come back to camp for incoming wounded ninjas.
