Because that would give him ample reaction time, as it's an attack, he's already expecting. Look at it the other way and it would completely turn the tables. Same was the case with Obito's Kamui. Naruto was warned by Kakashi that time.
Honestly, it depends upon how much Chakra Ae invests into his cloak. His cloak is like Sasuke's Nagashi. The only difference is that Sasuke's chakra pool isn't as large as the Raikages to turn it into a full armour. He pumped so much chakra into his cloak when he faced Sasuke that Karin commented that his chakra grew to 'Bijuu level'. Did he invest the same amount of chakra this time? I doubt it.
Naruto has been very inconsistent with his speed as well if you keep Nagato's encounter in mind and the fact that Obito kept up with him as well. It isn't hard to image Sasuke cannot.
Thats what I'm saying Naruto's inconsistency with speed it do to the fact of plot. Against Nagato, one blitz and it could be over, there was no way a crippled, non-sharingan user could even see the speed he used against the raikage. Thats why Naruto can outclass him in speed, kishi just wont draw because it is boring and uncool.
