Honestly? I believe he has people working under him that scour the likes of fanbases and fanfiction websites. Because, I've literally seen a story that was very similar to the manga, plot wise. And it was written back in 2k10. So I believe, that while Kishi has the general plot already mapped out. That if he see's any ideas that he is enthusiastic about, I believe that he'd implement them.

Considering Kishimoto is a very busy man, making weekly manga as well as anime, he would have little to ZERO time to even make an account on here besides the fact of him wasting his time reading the BS that the people of Naruto base have to say on here. He wanted to kill Suigetsu, Karin and Juugo off quickly. The publishing company told him to do something with them.
He was supposed to focus on Sakura and Kakashi, that never happened yet.
