I think Naruto is the only one that deserves being tje Hokage but he might want to stop the circle of hate and make first Uchiha on the throne - Sasuke.
But I doubt it and I predict that there will be no Kage system after the war. The country's will unite (European Union or something like that) and Naruto will be an honor head of it
