This is based off hype, feats, jutsu, skill, intelligence, matchups, experience, wiki, data books, and what other characters have said

1. Nagato-in terms of power he is the closest to the sage but still far off...the fact that Obito said Nagato was invincible says it all, Obito said that while knowing full well of Madara and hahsirama's power yet he still said it, and zetsu the closest person to Madara said Nagato was invincible even in his weakened state...and it took km naruto, fully synchronized killer b and itachi to defeat him, itachi is one of the greatest of all time and km naruto is better than most alive shinobi and killer b is top 10 material as well yet Nagato whooped naruto and b very easily

2. Obito- almost for the same reason as Nagato but instead of fully using the rinnegan powers he uses his ms tech kamui which proves to be very effective and useful against anyone and his wood techs along with his durability...kamui alone is enough to beat almost anyone

3. Minato - he beat a young Obito while overwhelming kurama, the fact that he hit Obito while using kamui is and extraordinary feat because till this day no single individual has hit Obito only when people work in tandem like kakashi and naruto has Obito been hit and minato figured him out in just seconds and minato has km now which further increases his abilities although he doesn't need it...and he hasn't been hit yet in any battle which says a lot

4. Dsm Kabuto- with his senjutsu of the white snake sage and team taka enhancements along with sound 5 enhancements and oro capabilities he proved himself a force to be reckoned with and he overwhelmed 2 uchiha shinobi...itachi was saved several times by sasuke from Kabuto had it been one vs one itachi would have been back to an edo but the since sasuke was there Kabuto had two people to worry about which made him susceptible to techs like izanami

5. Hiruzen- people can say what they want but hiruzen proved to me that in his younger days he was the GOAT by him nearly defeating oro who is virtually immortal while facing edo hashirama and edo tobirama who although weren't at full power but they were still at least 50% each which is still enough to beat any shinobi alive he was even praised by oro after and oro noted that if he had been just 10 yrs younger at the age of 59 he would have beaten him and Kabuto even said to oro u did well seeing how u face the man who as called God Of Shinobi

6. Hashirama- hashirama was called God of Shinobi and is well deserving of that title but he isn't number one...his wood jutsu scale is greater than anyone's he makes now large scale attacks look tiny compared to the things he could do...a lot of people dubb him number one but he clearly can't beat those people at 2 and 3 because he can't hit them and Kabuto can beat just about anyone his one on one his enhancements arepurposes are to eliminate matchup problems

7. Madara Uchiha- the ultimate uchiha....Madara is a force to be reckoned with and can compete with anyone above him on the list even those who are more powerful than him he still can beat because he has so etching that can't be taught which is ruthlessness his ability to show no mercy and his menacing demeanor is enough to put fear in anyone

8. Orochimaru- his true power is unknown but from what we have seen is that he is very powerful he even fought on equal footing with 4 tails naruto while being sick and not having any arms and he was playing with 4 tails cloaked naruto...oro has made some mistakes like attacking itachi but to his defense he could have beaten itachi but oro likes to think himself is above everyone and likes to rush in which lead to a quick defeat although he was caught in that genjutsu he at least did realize it unlike some others and he was in the motion of breaking free but itachi realized that and cut off oro's hand...but oro has never shown his full power and sasuke even to this day says he only beat oro because he was weakened sasuke said that while he and Ems he must knw that oro is a beast and suigetsu says that a lot to sasuke as well and he knws sasuke ms and ms capabilities yet he still says Sasuke won because or was weakened

9. Itachi- a genius above all others and his only flaw is that he had low chakra reserves and that he couldn't sustain ms for that long but he is the one guy who doesn't need to use his full power and he is arguably the solo king..

10. Jiraiya - a sannin a sage and a teacher of 3 of the top 10 shinobi which are Nagato, minato, and naruto and he is on equal footing with his respective sannin counterparts

11. Sasuke/ naruto- the two are polar opposites but their power is equal both showing Kage level feats and are stil growing...once naruto gets the other half he will be evens stronger and Obito even said sasuke could surpass itachi and later said sasuke could one day surpass Nagato who he dubbed invincible

12. Tsunade- he strength is greater than everyone she is a sannin and the greatest medical ninja of all time and she can do things like shatter a wood susano clone in one hit even the other Kage was struggling she did it while having 2 susano swords stuck in her and she even broke madara's perfect susano and she is virtually immortal she can heal injuries and even whole organs if she needs to and she was cut in half yet still was alive and still had a large enough supply of chakra to heal the other Kage and still was confident that she could later heal herself

13. Ms kakashi- kakashi has been genius forever and is a renown ninja known everywhere for his skill and he can now use kamui and even teleport himself and he has shown the ability to use kamui 6 times without the kyuubi chakra cloak 5 times kamui on anyone is death 5 times

14. Sasori- killed the 3rd kazekage who wa the most powerful kazekage ever, he defeated and entire nation with his red secret tech a feat that only he has accomplished, the puppet master of masters almost immortal so as long nobody figures it out... Can even control human people as puppets while there alive against their will...he can overwhelm anyone with his red secret tech and his poisons are only curable by tsunade and Sakura and he died because he chose to which was stated by Chiyo as she told Sakura that he wanted to die and allowed himself to be killed

15. Kisame- can defeat almost anyone because the stronger his opponent is the stronger he is...at 30% chakra Neji Saturday that his was comparable to naruto's amount this was just at 30% though and at 30% he forced guy to 6 gates which few shinobi cans tend up too and his strength is so immense that he overpowered the Taijutsu master guy with a single punch sending him hurling to the bottom of the lake he just created which is another feat he can create lakes giant domes altering battlefields and he is the greatest water genjutsu user ever he even overpowered killer bee who can outclass many shinobi and he can absorb chakra without samehada as shown when he absorbed aoba's chakra...he lost to guy because of it being a bad matchup and even after that he was being restrained while being under a genjutsu and still had enough strength to break free of yamato's wood restraints that was suppressing his chakra...

16. Killer bee- fully synchronized is very powerful and can compete with almost anyone and most physical attacks seemingly dnt even put a scratch on him and he is super fast and physically strong and can shoot out many tailed beast ball when fully synchronized

17.Guy- with his gates he gains more power than the Kage too bad though because everyone above him is above Kage level

18. 3rd Raikage- skin is like steel and blood is like iron...he is arguably the most durable characters he is the one person to go toe to toe with the 8 tailed and end in a draw only because he hurt himself and he is as fats as his so A and durable enough that only he can hurt himself

19. Hanzo- was one of the most powerful shinobi of his generation and his name had meaning and pull...he defeated the three sannin and is the one who gave them that title for surviving against him and although those three weren't who they are now they still had to be somewhat powerful because Hanzo fought their entire company and only they survived and he probably could have killed them but he chose to let them live but Hanzo grew cautious and weary of his enemies and because of that he hired body guards and would be confined to his room which ultimately led to his declining in skill

20. Muu/ /2nd mizukage- these two killed each other and both are extremely powerful kne is called the invisible man being able to do just that and can sense any type of chakra and can fly and has an extremely powerful kekke tota and the other is from the hozuki clan which can turn themselves into water or liquify any part of them and he has an amazing summoning and genjutsu with is which is deadly

Again u can hate it or love it its the most accurate I have sen on nb because is actually list feats, why, 3rd data books and wikis statements , along with what other characters have said which is the only way to come close to being right and these are nothing more than opinions because we neither wrote the story nor created a character so..take it or leave it...

But if i had to pick one ultimate reason; it would be you putting Hiruzen over Hashirama and Madara.

Actually if he INCLUDED hype then Hiruzen trashes both Hashirama and madara.

To be honest, the only positive thing i can say about this list is that you included Hanzo

He's often forgotten.

But seriously... Madara at 7? WTF?

Also whether you like it or not Killer Bee could solo Tsunades ass no diff.

Hmmm...needs more Kakuzu ^.^

If Sasori and Kisame are there...he needs to be there as well.

Iron Skin basically tanks any non Lightning jutsu, has basically a counter for every element except fire, but has methodes to over come it (anime wise he has every element). Has the most experience in the series. Survived a fight with Hashirama.

I like kakuzu and I knw he is very powerful but u guys see a list and think the number 5 guy is 10 time stronger than the number 7 guy which is wrong I made this list with the intention of having almost everyone very close its not like minato can beat kisame 100 out of 100 kisame can win some...do u get what I mean I just mean everyone is closer than they appear...and had the list been longer kakuzu would be there or he could be up their with killer bee now that I think about it

Like I explained while listing the characters Kabuto > itachi....minato> Kabuto....Kabuto would have beating itachi had sasuke not been their because sasuke saved itachi from Kabuto several times that us why Kabuto is above itachi and minato is the one character who literally hasn't been hit or at least shown to be hit so that's why minato is up above Kabuto...

Kakashi's Kamui is unbeatable and unavoidable. It can insta-kill even the Juubi U_U

Replace Shisui with Kakashi. Shisui's KA is a short Range Genjutsu whereas Kakashi's 1-shot Kamui is a Long Range.

That's not true about shi sui sure he can use KA but whose to say he can put Nagato under visual genjutsu which hasn't been shown and has only been put under a sound genjutsu and whose to say he can put hashirama under a genjutsu as Madara had tsukoyami but I never saw hashirama under the genjutsu and Kabuto can fight without seeing like he did against itachi and sasuke using just hearing so that alone makes shi sui not number one and u said unbeatable after KA has no effect on Kabuto because Kabuto doesn't have to look them he easily beats shi sui so he can't be unbeatable and just because the 3rd raikage was super durable doesn't mean anything because we knw tsunade is the physically strongest ever and I guarantee she can cause harm to he is she was able to break madara's ps and shatter wood clone susano then she can hurt him with her strength and sasuke and itachi can put him under genjutsu so itachi and Sasuke should be above him
