Blacks are rarities in manga and when they do show up they're either just there as a stereotype or a character who gets killed - being underutilized either way. You couldn't possibly expect Naruto to be an exception in how minorities are approached in fiction.1) Why is B constantly underutilized? There is another powerful jinchuuriki, yet he shows up occasionally, does something cool, and then fades into the background. Why is there no character development anymore? Why isn't he actively fighting alongside the rest of the main characters? Why does Kishi ignore him? If he doesn't want to deal with the character anymore he should just kill him off.

It isn't anymore ridiculous than Naruto seeing his mom and dad years after they died, a pedophile turning into a giant snake, giant talking frogs, people setting things on fire with their eyes and so forth. No, no it's not. This hasn't been a war since it was announced at the Kage Summit. Wars tend to involve actual flesh and blood opponents on both sides of the battlefield, thus placing our characters in moral and existential dilemmas as they are exposed to the horrors of conflict thus changing them forever. This arc was half-assed shinobi versus house plants i.e. the Zetsu and if they weren't fighting house plants they were fighting zombies. Compare this travesty with the war in One Piece and you will find a glaring difference. One of them being that a number of people actually died, the other being it left a scar on the characters. War kinda makes that sort of thing happen.It's not really a competition for crying out loud. We're at war."
