while it is true he had to transform to into the fox to do the TTB he was also also to kinda do it in his fight with the 3rd raikage, maybe minato who is creater of the rasengan will be more experienced and do it without ever needing to transform(not that he can anyways)

well if he cant use it anyway a smart idea would be to use the FTG kunai or barrier to redirect for example the Juubi's TBB back to it ! A taste if its own medicine !
