Naaaaa, Neji was never Kage tier and this list is from what we've seen only, Kakashi doesn't quite make it and we haven't seen full 8 Gates so I can't include it. They are definitely fine where they are in my opinion.

Whats wrong with Jiraiya < Pain or Tsunade < Itachi, those are both very fair statements.

And yes, Hanzo is just as hard to defeat as those two are. Without a doubt. He may not have their brute force but the fact that there are such specific conditions and ways that you have to kill him make it very difficult to do so.

Pretty good ranking system. I prefer it over all the constant "God, DeniGod" business. It doesn't break everything up into too many categories; I will admit I am not the largest fan of that. I like everything in neat little sections. But it seems good regardless. And I love your list for two main reasons: Kiba is in the lowest possible tier and you did not forget Hanzo! So many people forget Hanzo...

EVERYONE forgets Hanzo! His poison makes him one of the trickiest opponents ever, plus hey- I like Kiba ;D It's just...painfully clear that he's not capable of that much. His strategies to overwhelming an opponent and developing as a character is just to make a bigger Gatsuga or a bigger BIGGER Gatsuga. Maybe even add a head or 2.

I'm glad you like it! It sure helps the whole EVERYONE IS GOD problem this forum has a lot. Happy you didn't dislike Orochimaru's place either, it's going by only what the show has shown.

Well it's clear that you're just a fanboy who can't be reasoned with but obviously Hashirama would be in Top tier, to have literally the writer, the entire narutoverse and the whole fanbase (other than you, some angry madara fan) describe him as the god of shinobi. If that wasn't the case then so many people including Madara himself wouldn't hype him so. Hashirama's statue and wood style have been proven to be huge enough as it is and Madara himself wasn't able to defeat him.

Stop being biased and respect the strength of Hashirama just like your precious Madara does. (for the record I don't even particularly like Hashirama)

Not every character has to be included, I just showed examples. Gaara would probably be on the upper end of the middle tier. The guys strong.

Itachi is high because he is a poorly written character, portrayed by Kishimoto to be basically manga jesus. Tsukiyomi, Izanami, Susanoo, Yata, Totsuka- he's OP as f*ck, like it or not.

Very few people could survive Hanzo, the only ways to beat him is if you have a tolerance to his poison or you have very specific alternative techniques (basically just being an edo, sound jutsu & kamui) you become paralysed and die. It's controversial to say even Minato or Madara could survive the poison. Hanzo was also stupidly capable and the strongest ninja of his time. The 2nd ninja war was literally owned by him and I have written an entire thread before to prove how he deserves the title of top tier when you consider how he's basically just as unbeatable as people like Madara and Hashirama. Is he stronger than Hashirama & Madara? Probably not, but he deserves the title nonetheless.
