Madara's MS is specialized in Susanoo, unlike Sasuke and Itachi, who are specialized in Amaterasu and Tsukuyomi respectively. So, Madara's Susanoo is the best of the three, Perfect Susanoo proves it.

tutoska's advantage is only against edo and few like orochimaru because simply tutoska need to break through the one to seal him ,most of people would be dead if a sword like tutsoka broke through their body so the sealing isn't needed
