can anyone explain me why ten-tailed beast is so weak than we think ?

as all bros see, 10 tail ,the freak can't show any respect power more than tailed beast bomb from that far .
that bomb surrendered as soon as it met the barrier formed by kages.
much to my surprise, that burnt down its own master , 10 tailed .
damn it , madara ,you better summon susanoo to take kages down .
that's my opinion , and how do u think of that bros .

Juubi doesn't have full Hachibi and Kyuubi chakra, only a tentacle and Ginkaku (or Kinkaku, not sure).

The ten tails looks weak because it has not yet achieved its final transformation which is about to happen as the eigth tails said that if it reaches its final transformation nothing again can be done that means its powers lies on its complete form which it is about to acheive.
