I'm not arguing that the formation of akatsuki and nagatos power was all part of his plan.
All I'm saying is that nagato and yahiko had pure goal of seeking peace when they first started the akatsuki which was first founded in amegakure, no arguing it, later events changed akatsuki into a more sinister version all thanks to obitos influence
Either way kirigakure is still the worst village, no doubt about that

My friend you are wrong, Obito pushed Nagato to make it. He went to AME and manipulated the Orphans into creating the organization. After Yahiko's death he took control and used it for his own benefits. Not saying he didn't create. He was INVOLVED in creating it by pushing them to create. He didn't take control until after Yahiko's death. That's when he decided he would lead.

Unknown to themselves, Konoha by a long-shot.

1st. Supposedly a (pure) village that instills so much unity and togetherness, in turn it caused people like Obito and Madara to be molded into the evil do-ers they are today

2nd. Konoha also always finds ways to let stuff get out of control ex. Uchiha Clan Massacre, Orochimaru, Danzo, Even that little Genjutsu girl from the filler arc with Kurenai.

I'm sure similar things happen in other villages as well, but surely not on the same level or magnitude as Konoha.

akatsuki didn't originated in kirigakure,it was created by yahiko(student of sannin) or obito,blood mist was formed because of obito(madara).

Kiri is definitely the worst. They have the genocide of all people with a Kekkai Genkai and the Bloody Mist era. I wouldn't really call it Yagura's tyranny because he was being controlled for what I assume the majority of his reign.
