What level are the juubi clones

We can't say. Honestly? Those things SHOULD be Kage level if they came from the Juubi. Any bijuu shits on the Kage rank/level. The Juubi doesn't even notice it. So, I'd think a bunch of humanoid mini-Juubi's would be close to that level.

But that's probably not the case, and somehow they'll be low jounin level fighters.

Minato is not stronger or equal to Kurama. He was capable of sealing it with what could be considered the strongest seal we've seen thus far. Which also kills him. The best he can do is teleport the bijuu bombs away. Impressive, but he is not stronger.

The 4th Kazekage was able to stop a rampaging Gaara. Naruto and Gamabunta did the same thing. It's obviously not as powerful as a released Shukaku would be.

The third Raikage is a special case, he stalemated with the Hachibi. Got me there I guess.

Hashirama and Madara. . Sorta. Hashirama more so, he can surpress their chakra. Madara can technically control them.

And I meant in overall power, anyways. Perhaps the last three mentioned can compete with the Bijuu.

I used this symbol: ">=<" not this: ">", he died and Kurama got sealed, all in all it was a stalemate.
Regardeless, his gold sand is Shukaku's kryptonite and even incomplete its still powerful and a Bijuu (Naruto and Bunta defeating him was pure PNJ imo).
