Am I the only one that has noticed Kishi has been pulling a lot of "Oh, by the way" moments?

Seriously. I drew the line last chapter. Sakura has been saving up for this technique for three years, yet never ONCE is it implied. She never makes a reference to it, there's never a subtle nod to it, and there was never any hint to it at all.
Nothing. At. All.

Saying that, "She is Tsunade's student" would be a bullpoop excuse. Imagine if mid fight, Naruto's hair grew twenty feet and stabbed Madara. This would, of course, be followed by some half ass flashback panels explaining how he was secretly taught that technique and never made mention of it or used it until now. I know Kishi is trying to make Sakura relevant, but her hole is far too deep now. He's trying to pull her from the hole he stuck her in.

The Izinami is another perfect example of this. I know that Itachi introduces a new technique every fight, and it contributes to his "Ace up his sleeve" style of a character, but Izinami itself was such an unnecessary jutsu. Never has it been used by anybody else, and will most likely never be used by anybody else. Am I crazy to think he could have used another Sharingan based genjutsu to have him undo the edo? It's like Kishi just thought of it before he started writing the fight.

The Rasenshuriken had some development before it became a prominent technique. Even Sasuke's advanced uses of Susanose and Ameratatatsu got their fair share of foreshadowing.

It doesn't even stop at the occasional last minute technique. The whole "Uzamaki mask that summons the reaper when in the Uchiha chamber, that Oro but nobody else happens to know about" thing. I understand that Kishi wanted to somehow get the Kages to the battlefield, but what the ****? The Gold and Silver bros were another last minute idea made by Kishi to give the Ghetto Mazou some nine-tails cockra. Is it a crazy concept of planning a story before you tell it? At least having a concept?
That would be much better than "Oh by the way I learned this high level technique three years ago and made no mention of it and have also been saving chakra for three years so I can now use it at this moment." I can list off so many things that were last minute things that were just pulled out of Kishi's ass.

The story is sub-par at this point.
So many plot-holes and things that don't make any sense, and the organization and style of story-telling is 1st grade stuff.
Unfortunately, the worst part is that the anime still interests me. I still wait for each issue because the interaction between characters interests me so much. It just rustles my jimmies when Kishi pulls a scooby doo and either does something random, illogical, or extremely incoherent. "Oh by the way Orochimichanga was in the curse seal this whole time."

Does this bother anyone else?

The only thing that is bothering me is that Kakashi is able to use Raikiri and Kamui more than several times.

No, it doesn't bother me, because I respect and enjoy the manga for what it is and for what Kishi wants it to be. I don't throw a hissy fit if something happens differently than what I imagine. I actually like the various things that come from nowhere (an "asspull" as most people like to call it), simply because it is unexpected. If Kishi forshadowed everything, the plot would be too predictable, and you wouldn't like that would you?

Stop whining and just enjoy this manga for what it is.

I don't even think of that. Just enjoy the manga and let it be.

You're taking too much stress

Thing is, Kishi always had the occasional asspull, but never this many.
It's not that I want the manga to be what I imagined, I was just hoping it would be true to itself and not take a drop in quality. People actually like this manga, but Kishi just asspulls his fans.
It's fine if you like random, but foreshadowing doesn't spoil anything. Think of it as a mystery movie, the clue are always there but it's never too obvious. The surprise of something built up could be more satisfying than somebody sucker punching you with a glove full of shit.

I won't disagree, I am getting extremely **** about this. I just feel he's giving the big finger to all his readers.

Heh, if you really knew anything about storytelling you'd have noticed that the manga stopped making sense within its own narrative a long time ago.
I'd say around Sasuke and Itachi's battle.

I'd say it hit poop around the time of the Pein fight.
Had there not been so many loose ends, the manga could have ended perfectly right there. But Kishi structured the story to go further and lost motivation.

I agree, but Kishimoto structured (if how this thing has turned into can be called structured) the story to go further the moment Itachi turned out good so Sasuke could keep on his path of revenge.

I feel like he had a bunch of ideas he wanted to do, but just kept asspulling until he felt he can somehow fit it in.
