Another user on these forums stated that Sasuke's character has been consistent throughout the manga. I think that this is essentially true. People, including myself, have misread the situation. Considering his actions thus far in the manga, it's unlikely Sasuke has any real intentions of reforming Konoha.
My guess is he plans to disband Konoha and the Kage system altogether, blaming it for causing all of these wars. In a way he's basically right. Hashirama tried to create a world where people could understand each other.
Guess what? He failed. Tobirama tried to contain the Uchiha. He failed. The Senju clan is filled with such failures. Minato tried to protect Konoha and his wife. Guess what? She died, and he failed. Jiraiya tried to stop Pain. He failed.
Essentially what Kishimoto is getting at with this manga is that the characters are all victims of the times they live in. I don't think we are in for an ending where Naruto pulls out magic new powers, stops Madara and Obito, seals Juubi and then just becomes Hokage after beating Sasuke to a pulp. It's what NB wants to see, but I doubt it will happen.
