It's good to see that she doesn't need to be saved in every single step she takes on a battlefield.
But yes,she isn't in par with full power Naruto and Sasuke.
Even at this point their reactions were far better than hers and they used jutsus in a blink of an eye to protect her.In sheer power she advanced a lot,but he can't compete with people like Naruto or Sasuke who combine power,speed,jutsus versatility,stamina etc.

That's you guys assuming she needs to release it more by looking at Tsunade's appearance. She already released the chakra she was storing up meaning this is probably as good as her power up gets (Regeneration and Enhanced strength)

Not to mention it doesn't make sense for Sakura to not go all out when faced against the Juubi. This is as good as it gets.
