Madara was comparing how even though the raikage was strong and that much of this strength came from his incredible speed, tsunade was considerably slower than the raikage, but even stronger than him.
Its just proving that the raikages super strength mostly comes from the use of his super speed, while tsundae is just naturally stronger without the speed that the raikage has.

Its because most people's strength is attributed to how fast they can move to increase forward thrust and explosive power, but Tsunade had proven herself different because she demonstrated that her strength did not come from how fast she moved, but in that she was naturally stronger on her own without having the raikage's incredible speed and could apply an even greater force against his susanoo than even the raikage, which proved just how crazily strong she was despite having abysmal speed in comparison to the raikage's.

This only addresses the first part of the question I asked you. The second would be explaining the surrounding speed feats around that comparison and why they would have correlation with the comparison. IF the feats did not surround that comparison your explanation would be acceptable, but it would seem that those feats were strategically placed around the comparison.
Which feats are you referring to specifically though?
