I think when evaluating Tsunade's strength people forget about the tools she uses to aid her in battle. They seem to think that she can only use her fist. But imagine what happens when Tsunade uses one of her sleep bombs in correlation with her strength. And Tsunade is apparently handy with kunai as well shown by her drunken performance. In addition to her poison.
So a lot of people, Tsunade would have trouble hitting would could be taken care of with the usage of her tools. And Tsunade also seems to borrow the weapons of others or make weapons for her own use.


P.S. If you guys need proof that she has weapons, or uses them in way I'm talking about I can provide scans but I'm too lazy to do it right now.
