First thing Kabuto wanted to do this secretly, he wouldn't recruit Suigetsu. Second, if he tried to, Suigetsu probably wouldn't listen. Third, even if he did get him to do it, how is he going to find a body in the middle of the ocean?

It would take quite a bit of time to find the body...time that could be spent doing other things like getting the DNA of other Kage-level shinobi.

However, Kabuto himself said that Jiraiya's body was at the bottom of the ocean where no one could reach due to its crushing pressure...perhaps he truly meant that -- so even someone like himself with Suigetsu's abilities would die from the pressure.

Many possibilities why...

1. The sea is a large place/water currents could have carried the body far away
2. Too much pressure.
3. Bottom of the sea is very deep. So far only Kisame can breathe underwater. I don't think snakes can breathe underwater. Kabuto would run out of breath (see #1)
4. Jutsu limits. You could view turning into water as "intangibility." Obito can only be intangible for 5 minutes so I'm sure the houzuki clan ability has limits too.

Clarification: Kabuto doesn't have the exact ability as the houzuki clan bloodline. It's a similar ability that he created after studying and he uses his body fluid (all of this is stated in the page you linked). If his body fluid is less dense than water, he will float up. If it's denser, he will sink and be crushed (assuming his body fluids are not soluble). simple physics =D

Kabuto doesn't need the body. He told Tobi that there might be enough DNA on Pain's weapons, basically offering to try to revive Jiraiya, and Tobi told him no. So it's no longer a matter of whether or not Kabuto can do it, because Tobi stopped him. The matter was dropped as soon as he suggested it.

This is a valid question but for the wrong reasons, I mean if Kabuto only needs a piece of Jiraiya's DNA, why did he just go to places Jiraiya was and look for his hairs or something. Also where Jiraya died his arm was blasted he was bleeding, would have left DNA all over the place.
