According to the manga, yes it is. They are both pretty good at genjutsu but obito has senju DNA, we have never seen obito using genjutsu without the senju DNA so we can't really assume that his genjutsu would be just as good without it, if we compare them they are both genjutsu monsters but it seems that itachi's is a little less effective compared to obito but that's just because he was sick and genjutsu was bad for his sight, and obito's is better only because of the senju DNA he has, so if itachi also had senju DNA then he would be better by far.

In my opinion it has been confirmed already by not having obito go blind, he has been using kamui for a long time now, for more than 12 years and is still not blind and was also able to control a perfect jinchuriki. If is not because of senju DNA then okay, he is simply better than itachi but for now I believe that he is better just because of his senju DNA.
