We have Sage of Six Paths, assumed as the greatest of all so let's just move past him.
1) Hashirama: Defeated Madara multiple times and had the power to go against Perfect Susano and Ninetails, he even possessed multiple tailed beasts before handing them out to different nations. He has Mokuton, a very powerful technique.
2) Madara: It's hard to believe any other could beat him besides Hashirama, he is believed to be the strongest Sharingan Uchiha that has ever lived, can easily control the Nine tails and has Perfect Susano, he barely lost against Hashirama. He also has EMS.
3) Obito: He has the MS which grants him his own MS technique that is very powerful. He has Mokuton and the Rinnegan which grants him all of the greatest techniques in the naruto world. He is capable of using his own six paths if he wanted to use his rinnegan which is a very powerful technique. He can control the Nine-tails as well.
4) Dragon Sage Kabuto: A powerful user of Edo tensei altho we r not judging him based on that here, he has the Sound Five's techniques, was able to equally fight the uchiha brothers and took the advantage at times. Some believe that without Izanami it would have been impossible to for him to lose although others say that the bros had to hold back and that's why they couldn't have won faster, so controversy there. I believe he's above those below him because he has his own SM, has perfect counter for genjutsu, has speed etc. It would be hard to see any of the below characters beating him.
5) Naruto: He is an uzumaki, he is the Fourth Hokage's son and has incredible chakra levels granted by his clan and the Nine-tails, he works with the tailed beast now and has KCM and BM that grant him powerful speed, TBB, durability and so on. He was able to beat Pain's Six Paths despite anything else. He is one of the toughest opponents that can perhaps outlasts most of naruto world in a fight due to his high chakra reserves.
6) Six Paths of Pain/Nagato: We are not including Edo Nagato or he himself fighting because he wasn't able to do this during his lifetime, however if otherwise then he would definitely come before Naruto. The Six Paths are undeniably very powerful opponents when combined and if Deva Path was able to utilize his power from the start, Naruto would have lost or might have lost. The Paths share their vision, have multiple techniques via the Rinnegan. Shinra Tensei and chikabu tensei are without doubt two of the strongest techniques out there.
7) Itachi: It is tough to say who is truly stronger during their lifetime, Itachi or Sasuke, when these two fought Itachi was clearly far more powerful but as Sasuke has progressed, he may have a better chance now. Itachi has the MS which grants him all of his powerful techniques, his genjutsu especially tsukuyomi are beyond deadly. Taking away the MS, he still is a very formidable opponent known for his speed in hand seals and intellect.
8) Minato: It is also tough to place Minato in ranking because he did defeat rather quickly Obito even if he was young and had no Rinnegan, this Obito could have disposed pretty much anyone else that was not Minato. I still believe Minato has a chance to beat Naruto but I am not sure about beating the Six Paths or Itachi. Minato has FTG, Rasengan and his Space Time Jutsus which makes him still the fastest and deadliest when it comes to speed. He has high intellect as well. I believe Itachi and Minato can be interchangeable with their ranking but we have seen more from Itachi so far, so we know more of him, no doubt that Minato can surprise us with more techniques soon that can change this. Also, not including KCM Minato because this power was granted to him right before death, so not taking that into consideration.
9) Sasuke: He has the EMS and has become a powerful opponent too. Although, he could no actually defeat his brother, nor does he have his brother's powerful genjutsu proficiency, he can still manipulate the amaterasu better than his own brother. His kirin altho it comes with prep time was a very powerful technique which shows how far Sasuke has taken his lightning powers. He fought fairly well against all of his opponents after Orochimaru. We have yet to see him use his EMS which may or may not make him far stronger. At the moment, I just don't see him beating Naruto, Six Paths, Itachi or Minato which is why I placed him here. Again, there's no perfect ranking.
I know this isn't a perfect ranking because in the end, we all have our own opinions and there's proof in the manga that can go either way for many characters but i believe for the first four, it's pretty much undebatable. Perhaps, some of these characters in the lower end can beat others at the higher end, but i would like to hear ur opinions!!
