I know it's a lot of work, but I tried to more or less organize them by their titles. And imagine how interesting it would be to see everybody's opinions on these lesser-discussed ninja! Don't you dare leave to go talk about Itachi or Minato for the millionth time! Or else I'll make an in-depth Itachi thread, and you know I will!

Yes, but IMO these are the ninja the forum doesn't talk about as much so I'm very curious about user opinions.

Wow, this would be amazingly difficult and would take a good deal of thinking to really. . Rank 'em. They're all roughly in the same tier, the 3rd Raikage, Killer Bee, Deidara, and Kisame being slightly superior to a majority of 'em here...

He was said to be a perfect jinchuuriki who got controlled by an OP Shinobi.
Therefore Yagura is top 5 in your list
He also fought against Naruto and Bee and was very strong.
Just got owned because of Plot

*Other than killerbee and kin/gin, these are based purely off of hype*
1) Hiruzen - Called god of shinobi; Strongest kage of his era (among oonoki, 4th kazekage, yagura/mei(?), 3rd/4th raikage) so he must have some pixie dust shooting from his ass or something..

2) Kinkaku/Ginkaku - Possess 4/5 of sage's weapons(Already solos most because of this); V2 Kyuubi mode; Killed a kage and left other on the brink of death;

3) Killer Bee - Perfect Jin; TBB Barrage; Full tailed beast tail whirlwind; Exceptional kenjutsu; Samehade

4) Hanzō - Praised as very powerful during his era; Was able to even escape a rinnegan user; superb kenjutsu; Poison gas that's so powerful that it could even kill him.

5) Tobirama - Was left on the brink of death; Died to 20 shinobi; hmm... i'm forgetting why he's not last... oh, right, Senju; Defeated an MS user said to be somewhat equal to MS madara(that has to be something I guess); FTGs; ET

6) Izuna - Lost to tobirama but said to be somewhat equal to MS madara. Considering Hashirama was only one able to contend with Madara, he must be something decent

7) Kisame - GSB; WD; sharks(real ones) all put down anyone below him.

8) Ōnoki - Not many can stand up to particle style and flight

9) Mū - Same as above + invisibility/cease-to-exist

10) 3rd Raikage - Super strong; Super durable; very quick; raiton(for kakuzu/mizu). defeats & overpowers any below

11) Gaara - Large scale sand attack; Superb defence; flight; sand armor; Auto defence which eliminates any possible flank

12) Jiraiya - SM. Need I say more? No one below can really stop him from entering it once a toad is out.

13) Tsunade - Pseudo-Immortality; Massive acid spitting slug; Super strength

14) A - Extremely fast; strong; Raiton (for kakuzu/mizu)

15) Kakuzu - Extremely strong elemental attacks; All elements; Thread body can use mid ranged taijutsu; Masks to fight as seperate entities

16) Mei - Massive Scale water jutsu which require no seals; two deadly kekei genkai

17) Kakashi - 1000 jutsu (chidori, rasengan, shadow clone, etc); Sharingan(precog/Chakra viewing - good for sasori); Kamui (To stop last minute deadly attacks. No, kamui doesn't one shot, GTFO)

18) Sasori - Poison (really, it's GG from there); 3rd kazekage puppet; 100 puppets; puppet body; hiruko(which has a high chance of poisoning you)

19) Deidara - Did concede inferiority to sasori, so this seems fitting. MASSIVE explosives. C4 which would wipe out any breathing organism which doesn't have raiton; C0 which kills anyone without reverse summoning.

20) 2nd Mizukage - Clam (genjutsu you'd most likely not realise in the first place); Constant jokey boy explosion; powerful water jutsu; hozuki liquification. No Raton = almost 0 chance.

21) 3rd Kazekage - Said to be strongest kazekage but no auto defence so he's flankable/sand can be out maneuvered; Iron Sand

22) Danzō - Very powerful wind techniques; Baku; 10/11 Lives; KA(No Ka doesn't one shot. But, he could maybe use it as a destraction. maybe give the instruction "Go own the defensive". Basically has the potential to set opponent up for an opening)

23) 4th Kazekage - Sand eye; Large scale dust attacks; Fodder to gaara. Meh

24) Gai - Taijutsu Master. Very strong and could potentially kill anyone on this list, but the fact that he needs to be 7th/8th gate for that to happen bumps him way down.

25) Sakumo - Sacrificed his life. 0 feats but called 'konoha white fang' and portrayed as strong.

26) Shisui - 0 feats. only hype is 'shisui of the body flicker' so maybe he's very fast.

27) Yagura - fodder. Perfect jin but controlled by basic sharingan gen for years. 0 Feats.

*No, Danzo And shisui aren't top because of KA. It's never been stated to be able to kill anyone. At best it probably can tell them to stop attacking. KA implants a thought that you must act on. No one would act on the thought "Kill myself" that'd be stupid else everyone on earth would be suiciding every day.

*Kamui doesn't one shot. It's never shown to one shot. It will never one shot. If you're going to respond to refute kakashi's position because of kamui, then go suck on a bag of d***s.

Some of the lower have a chance to beat some of the higher though, but this is as best as i can think it could be in a top list. The top 6 really can't be refuted because of their hype :/
