yes it is in this case. goku is literally millions of times faster than sage even if we use powerscaling for the sage. his damage output is possible multi star level even in ssj1 (end of z since OP didnt specify exactly when)
you dont need to seal an edo to render them ineffective/neutralised. goku can use the gravity of a star to simply keep him there for 60 billion years. or he locates a black hole and drops the sage inside. or teleports to hell and leaves him there.

and goku is moving if hes in a fight. if sage lands a hit its just an afterimage.
not someone whos millions of times above the sage in every way. speed, strength, durabiility, range, abilities. not to mention cant goku suck all of his energy, same way he makes a genkidama? ETs cant do much without power.
