Here is why sasuke deserves to be forgiven and probably should be at least joint hokages with naruto:
-defeated more enemies of konohoa than everyone Oro, deidara, danzo deserved it. These are top tier threats to the leaf. Him and naruto are closely tied on this one.
-hasn't murdered anyone besides high class criminals. Show me the page where he killed an innocent person.
-saved itachi vs kabuto to stop edo. Itachi was toast without him.
-saved SA from utter destruction by bringing edo hokages.
-only attacked all 5 kage in self defense because zestu trapped him there when he was gonna assassinate danzo, who deserved it. He didnt kill any samurai either.
All in all considering he saved the world, more than once. He isn't a murderer and luckily the first taught him to forgive because konohoa kinda deserves to be wrecked for the fcked up shiz that the other hokages allowed

Sasuke should be Otokage instead. He and the sound ninja would benefit more than he and Konoha would.

Also, Sasuke has done some crappy things.

1. Trying to kill the kages.
2. Joining Akatsuki
3. Joining Orochimaru

5. Killing samurai.

7. Made a terrorist threat twoards Konoha.

But he also did heroic things:
1. Helped bring the kages to protect SA (which saved many lives)
2. He brought down FIVE ninja that were considered terrorists against Konoha. (White Zetsu, Itachi, Deidara, Kabuto, and Orochimaru; though the last one he revived...)

Those last two things helped cancel out some things:
1. Trying to kill the kages: well, he just helped save their villages with the kages, and against Kabuto. Otherwise, the SA would be dead right now. So he actually just saved the kages as well.

2. Joining Orochimaru: He killed him...for awhile. Though he brought him back? But Oro helped save them all so. Yeah, he helped.

3. He just saved Bee's ass. He's fine in that regard. Besides, I'm pretty sure Killer B would understand and forgive him. (He didn hear the truth about Itachi after all).

4. He just saved Konoha. He's fine about the terrorist threat.

Things they might forgive him for:
1. Killing Danzo. If they hear the truth, they'll understand why he did it.
2. Joining Akatsuki. He didn't actually do much as a Akatsuki member. (Since Bee escaped and all).

Though stuff that haven't changed:
1. Killing Samurai, was a rogue ninja, etc. At best, I see him being the root leader or living peacefully in Konoha.

He killed the messenger toad to ensure that the Jinchuriki of the Kyuubi would avoid returning to the village only to get captured by Pain. The result of his training was a variable at that point in time. It was unclear whether he was finished with it or not, and if he tried to fight Pain with his arsenal prior to Sage Mode, the fight would have ended in his defeat. As the Elders pointed out, Naruto was still a child and that this was the man that killed Jiraiya. Additionally, what Pain did to Konohagakure, after he discovered that Naruto wasn't there, Danzo had no control over.

He tried protecting Naruto. Granted, it was all in an effort to become Hokage, but he knew that Tsunade would save the majority of the village.

OT: Self-defense or not (it wasn't) Sasuke was defecting from the vilalge, which automatically defines him as a criminal. Anyone attacked in the effort to save him just gave more cause to label him as such.
