Kakshi is on par with any of the current kage. The naara clan gives them stratigic advantage. The huyga clan is about as powerful ass the uchiha. Chojis clan is strong as hell the sarutobi clan has been considered one of the top 5 strongest clans since back b4 there were villages. Tsunada is one of thhe sannin. Danzo's clan was as big as the uchiha senju and saratobi(no reason to think the were massacured) and said to be on par with the saratobi clan.
And they have remained the most powerfull bc the whole point of the first making thhis village was to ensure that the next generation had a chance to grow up and surpass there predasessors.
