In terms of pure feats, I'd say:

1. Itachi (His Amaterasu feat was so good that the jutsu was straight-up retconned.)

2. Orochimaru (controlled weakened Edo Hokage, Manda, etc. Pretty boss.)

3. Jiraiya (Gambabuta, Yomi Numa, etc. Boss, but still clearly weaker than Orochimaru in feats back then.)

4. Gaara (His ninjutsu against Kimimaro was monstrous and he could transform into Shukaku.)

5. Kimimaro (He had superior skill/regeneration to rusty-Tsunade, plus he was a logia with beastly ninjutsu.)

6. Tsunade (She was really rusty back then, but she still had Katsuya, super-strength, etc.)

7. Hiruzen (He was still skilled enough with tags and Enma to beat down pretty much everybody in his vllage.)

9. Kakashi (He had a huge stamina problem with his Sharingan, but he was Hokage-level in skill, though not power.)

10. Kabuto (He was hyped to be Kakashi's equal, and while very skilled, his feats weren't quite at Kakashi's level IMO.)

11. Kidōmaru (In terms of FEATS, Kidōmaru was a beast: armor, webs, sniping, kuchiyose, sage/curse energy, etc.)

A. Gai was basically just Base Gai back then. Tough, but definitely not unbeatable.

B. Kisame was strong, but ultimately he only showed strength, limited absorbtion, and normal-size Suitons back then.

C. Asuma was prety deadly and skilled, but his Hien was much shorter back then and thus a bit less useful.

Shouldn't Kimimaro be placed above Gaara as he undeniably beat him?

I forgot Naruto (Gambabuta was such a huge power back then,) so I edited him in real fast.

I actually think that OVERALL, Gaara > Kimimaro, even if Kimimato wins that particular match-up.

When you take Shukaku or partial-Shukaku transformations into account on top of his feats against Kimimaro...

Another abnormally large power in part one was actually SRA Temari.

Her destructive kuchiyose was pretty overpowered against Tayuya. It completely annihilated a forest in seconds.

your crazy, there is no way naruto beats anyone in the bold, he would get beat with no diff by hiruzen and kakashi

What on earth would Kakashi do against Gambabuta?

Plus KN0 clones would be pretty challenging for Kakashi (who lacks stamina to maintain 3-tomoes.)

Part 1 Kabuto is not stronger then Kakashi or Guy.

part 1 kabuto is equal to kakashis power stated by the 2 Sanin themselfs!

And feats show he is more than enough to go toe to toe with kakashi in part 1. Guy didnt show Gates in part 1 so it technically doesnt count in part one. But in part 1 Guy stated he was stronger then kakashi.

If we go by hype ofc.
