Is kishimoto trying to write himself out of fights?

The whole kakashi vs obito battle was pretty cool when they fought after obito got unmasked, but at this point the fight just sucks

While i'm gald we got the whole rin situation cleared up, no intense fighting has happened other than more amazing kakashi speed feats and more sharingan feats

Thinking about this, is it possible kishi is trying simply write off fights he knows would be one sided?

Does it also mean that naruto vs sasuke is officially not happening because of naruto's power?

In other words, like Orochimaru kinda, he could care less about their situation.
He does what he thinks is right for the clan's revival.

Battle to death then its like either of them have to die and other have to feel guilty about the doing .If it's naruto then i can say that he would rather give up upon hokage than killing his friend.If he wanted to kill sasuke he would have while they were at the bridge where sasuke lost his eye power and used chidori. Naruto told that he would carry all the burden of sasuke and die with him there but now as Sasuke isn't going after konoha there wouldn't be a blood fight.
