You didn't check right. It clearler shows the CHAKRA going into the Reaper before going into Minato. Kurama himself is inside Naruto. Go back and look at the episode/chapter where Naruo was sealed with the Kyuubi. Minato gets only the chakra...

Minato couldn't possibly be in BIJUU mode unless he was a JINCHUURIKI (vessel of a BIJUU).

And Edo Tensei zombies are not capable of being jinchuuriki. Put it simply, he has the other half of the Kyuubi's chakra without the Kyuubi's conscience...hence he has control over the chakra, giving him a CHAKRA mode.
