No, there is only one conscious and soul of the Nine-Tails. You can't create another soul for a Tailed Beast like Rikudou can. Minato only has the Yin aspect.

There aren't any problems with multiple any inner kyuubi's either, Naruto's clone had it's own inner Kyuubi when he fought Madara just before the 5 kages.

Naruto has kurama's physical energy, while minato has kurama's spiritual form. Since yang is the one that governs vitality & life, naruto has kurama's living being inside of him, while minato only possesses kurama's spiritual power.
