He cannot. To use a TBB you have to be in Bijuu Mode. What he best could do is Rasengan size TBB, but he doesn't know how, remember how much practice to took for Naruto?

And Naruto learns Jutsus 100x faster than Minato.

I don't think KA eye is useless. it actually gave itachi new life making his edo form his most recent version of himself since he was under no control. unlike current minato.
