This isn't just something Kishi did. Orochimaru is up to something.

While Sasuke and everyone goes to the battlefield, Orochimaru is setting up his final gambit- and I'm willing to bet anything he's going to get sharingans from the lab.

Think about- Orochimaru wants to perfect all jutsu, and what better way to do that than to obtain the rinnegan?

Orochimaru WILL be the final villain.
