At the moment:
Naruto Uzumaki: 35 79.55%

Sasuke Uchiha: 9 20.45%

You missed the panel where Sasuke said "I don't care what you think about me" and Naruto thought what Itachi said...

"It's not that the one who becomes Hokage will be acknowledge by everyone, The one who is acknowledged by everyone becomes Hokage"..

There's no way Sasuke will become Hokage and even though both Naruto and Sasuke wants to change the ninja system for the better, Naruto is more qaulified and the people acknowledged Naruto. Sasuke's way of thinking will turn him into the next Madara...
