Minato can now transform into KCM.The line in his body resembles Naruto's KCM.

Minato has better chakra control than Naruto.Knowing that he studied TBB to make rasengan,we can assume that he knows how to create a TBB,even in KCM.(Since he can only use a portion of Kurama's chakra,it is not completely possible.)

In KCM,he can only use a portion of Kurama's chakra since the seal in his stomach is sealed(assumption).By unsealing the seal on his stomach,he can go in BM.TBB is more possible in this mode.(assumption,since he doesn't have Kurama he can't transform into a fox but still he can unleash the other half chakra of Kurama,so TBB can also be possible)

Combined TBB's is possible,MAYBE twice as powerful as combined TBB's of 5 bijuu's,knowing that Kurama's chakra and a portion of 4 tail's chakra is enough to equal 5 combined TBB's.

Only correction is the unsealing thing. Minato only needs the fox to work with him. Seeing as the fox has a good relation with his son, then it's highly likely it won't protest much to BM naruto. But, Minato and the fox were fighting in the reapers belly for years (they're forced to hate each other) so it might hate him more. In anycase, it doesn't matter, the guy made rasengan from looking at a TBB. He probably knows more about kurama than naruto does considering his wife was a jin for years, she taught him alot of things (so could have possibly told him about the things she was learning from being a jin), he put the seal on her stomach and kept it in place. Then there's the fact he saw bee attain perfect bijuu and probably did extensive study on it and that's how he knew what kind of seal to put on naruto so he'd also be able to acheive it.

Idk about minato but naruto can CLEARLY use tbb. It is simply when in bm his chakra control is improved because the seal is not influencing Naruto to have bad chakra control(as the seal is where it stems at)

and naruto wasnt able to do the TAILED BEAST RASENGAN, not the tbb. All he needed to do was learn to get the ratio right, and he wouldve suceeded. He got the ratio right when he needed it in battle(as bee predicted he would), and made tbb. Kurama was in no way assisting naruto, only supplying all the chakra, not controlling it.

Yeah I just realized that, but regardless minato still needs to undergo the proper training in order to perform it
