Is Sasuke, who just obtained EMS, on par with Madara, when he first obtained EMS?

Sasuke is most definitely on par with Madara. think about it there is hardly ever a huge gap in power difference between Sasuke and Naruto and Naruto has been holding off Juubi attacks and Madara attacks protecting the entire alliance. so without a doubt Sasuke will be on that level.
