That's because it's tooooooomuch for kid Naruto to hndl ful power of kyubi's chakra,

His speed in BM rivals FTG, so no point in him having that. And FTG would take time they do not have to learn.

Kyuubi's second half of chakra is a simple and powerful power up, my money's on that.
