1. Neji (you may wonder why he's above Choji and Lee. Well, for one, Choji and Lee have a little more power than him. But Neji's intelligence, speed, and skill would make him win in my eyes) (very low kage level, Imo)
2/3. Rock lee (5th gates)/ Choji (butterfly mode) (low kage level as well, Imo)
4/5. Sakura/Shikamaru (Shikamaru is a genius with skill to back it up, Sakura is a ***** with super strength and medical skills. Both very strong for their age) (jonin level, Imo)
6. Kiba & Akamaru (They're speedy combos and good team work grants them the sixth spot in my list) (Low jonin level, In my opinion)
7. Shino (he's like a washed up version of Shikamaru, but instead of shadows he has bugs. He would be higher, but his taijutsu skills bring him down, so if someone like Sakura or Kiba gets close, they beat him pretty bad) (jonin level)
8/9. Ino/Hinata (This is going to tick some people off. Yes, I put ino on the level with Hinata. But her current feats prove that to me. Hinata is the close distance fighter, Ino is the very good long distance fighter. Both are equally good with their skills, so that's why I put them at this level. But Hinata will be stronger one day.) High chunin level/ mid special jonin level
10. Tenten (she's good with weapons, taijutsu, and speed. Other than that, she needs work.) high chunin level/ low special jonin level
Of course, if I added Sai, he'd be up there with Neji. And Naruto would be one, Sasuke two.
