What's so confusing about it? It's a relic like any other, the Sage of the Six Path's original Khakkarra.

It had probably been passed down to the Uzumaki clan for safe keeping. Kushina knew about it, she told Minato...........Minato can summon it like any other weapon.......

I think Minato might give him something that will turn the tables.... I won't be surprised if Minato received a prophecy and something related to The SO6P(Staff) from the Toad Sage....
