Honestly, I don't think it's a good idea to look at Naruto from the romantic angle at this point in time.
When he was a kid - he liked Sakura because he thought she was pretty and wanted something pretty for reasons he likely didn't fully understand. It was your typical childhood crush. "You are cute, I want to be able to say you're mine."
He's getting older, now. A 'girlfriend' no longer means the same thing it once did; "I love you" - in the romantic sense - means a lot. I don't think they are feelings he has fully dealt with, but he understands there's a difference in what a relationship means to him.
Naruto had no parents, was raised an orphan, and was an outcast to boot. He doesn't quite know what to do about the idea of someone having romantic feelings for him... He doesn't have much of an idea of how to go about being a good boyfriend... or husband (let alone father). He's also a ninja - one who has dedicated himself to taking on the world's problems at the potential cost of his own life.
And I think that's where the real challenge sits for Naruto's acceptance of romance. He doesn't feel like he deserves to be happy and places the hazards and issues facing others above any of his own priorities or goals.
So... does Naruto love Sakura or Hinata?
I think Sakura has been thoroughly friend-zoned. While he loves her - it's not a romantic love.
Hinata probably scares the shit out of him. She brings a whole set of questions to the table that he's not sure what to do with. Just from the basics - that she wants to be with him - she's a little 'new' to him. From the slightly less obvious angles - she represents the opportunity for more than just a pretty thing to claim at your side, and poses the issue of "So, after you get Sasuke back and bring peace to the world... what then?"
Naruto is kind of a "cross that bridge when I come to it" type of person... pretty single-minded in his goals. Accepting romance - particularly from Hinata - forces him to think about the future in ways that he doesn't really want to - and forces him to balance personal and global priorities. Does he put the world first, or his family first?
Without fully realizing it - I believe he's aware of the challenges facing a romance.
Hence - he's kind of avoided any strong indications of it... particularly in the middle of the battlefield.
Although it could also be revealed, later, that Naruto and Hinata have spent a considerable amount of time together between panels that we've been shown thus-far.
Naruto hasn't displayed that he loves Hinata.
