I don't think so. The first rinnegan user made a lot of things with it. Nagato couldn't realise even 10% of rinnegan's potential. though he made constant chakra rain in Amegakure to keep an eye on everything, and got shinera Tensi and his hedious statues summons etc.
And rineegan is extremely rare at that. There seem to be only two know rinnegan users..
Though if Nagato didn't die at a relatively young age, he might have acheived something better. His imagination/vision were his limit.
.... is it that much to ask to type a few extra letters?
And no Itachi was not stronger then Jiraiya, nor was he stronger then Pain.. anyone who states so just WANTS him to be.
OT: Rinnegan > Sharingan
i cant really say, cause i'm not able to differ between rinnegan-techs and nagato's own techs.
maybe his live-and-death-jutsus are also some kind of kg or sth.. normally eye-techs are used with the eye, as tsukuyomi or nejis ability to see chakra points, cant see how pains abilitys have sth. to do with his eyes.
and naruto didnt fought one of six pains, konan said that transferring all chakra to god realm has better results, so the god pain naruto fought is more effective that the 6 pains j-man fought.

All the "Ninjutsu" that nagato ever used was bcause of his rinnegan.With rinnegan, you can master all the ninjutsu in the world, as said, imagination and amount of chakra is the only limit.
