I don't know about that one.... Jonin level? Ehh... Maybe...... but I found this [video=youtube;r-JOKLhrKQM]https://www.youtube.com/watch?v=r-JOKLhrKQM[/video]. So he's not on par with Asuma. And I don't think Asuma is some kind of taijutsu specialist...So Asuma can easily dodge Neji's attacks it seems. Asuma is jonin level I believe... So I doubt that Neji is Elite Jonin level.

The only attack kakashi has is chidori which is close range against some like neji thats sucide. And all of kakasshi tricks become useless against byakugan.

Neji low-diff really. Kaiten > Chidori and 2-tomoe or not Neji's taijutsu is better than that, he has Byakugan which imo is even > than 3-tomoe Sharingan.
