Although Gai used many attacks on Kisame, I'm assuming that you're referring to the Hirudora.

If that is the case, then yes, the Gakidō would be useless against it, seeing as it isn't made out of Chakra.

Obviously a shinra tensei or massive scare earth technique would stop it im guessing Madara tried absorbing when he was owned by it.
