Personally, I think by the end of the manga he could very well surpass Madara. Not enhanced prime Edo Madara in strength, not what I'm talking about. He will surpass him though it doesn't exactly need to pertain to his strength, Sasuke has been compared directly with Madara a few times over the past 300 chapters, his change in 627 is simply one way he has overcome him. Overcoming him in ideology is more than possible and probable at this point. In strength, just wait for the end of manga, it doesn't really matter, just assume that he'll be defeated at some point by someone.
