So im sure everyone has seen a few 'sasuke will get another powerup/rinnegan' threads in their time, but this is my theory on why he won't. For the most part it seems like the need for Sasuke to powerup is born out of one factor.
Now thats all well and good but if you think about the storyline then Sasuke getting a further rinnegan type/ ocular powerup makes no sense. Naruto represents the sages younger son, who inherited the Sage's "body" (his powerful will and physical energy) and also his ideal of world peace through love. But what else do we know about the sage and what does he represent?
Now if you actually think about whats going on in the manga right now there is actually someone that fulfils each of the aspects that Naruto doesn't. This person has be presented as a direct parallel to Naruto for many chapters now, and is in my belief Naruto's real rival.
Obito represents a mirror image of Naruto, embodies the fusion of senju and Uchiha bloodlines, he has the rinnegan and wants to bring peace to the world through power. When you take them into consideration between Naruto and Obito that pretty much represent every aspect of the sage.
This is why Sasuke won't become a representative of the 'sage's eyes' because a representative is already present and active in the manga. Sasuke is no longer Naruto's rival, he has moved on to bigger and better things in the form of Obito. Kishimoto has basically spelled it out loud and clear, for every person and his dog. This why I think Sasuke will not progress passed EMS and will not be getting further upgrades. Unless EMS is enough Sasuke won't stack up to Naruto in the end is just as simple as that. Opinions?
- Naruto being the Sages reincarnation and very much representing the sages body, people see Sasuke as his rival then automatically assume he must become the sages 'eyes' to equal him again.

- The mixture of Uchiha and Senju bloodlines
- A critical choice between achieving peace through love or through power
