There is no way in hell one of the final villains is weaker than the weakest Yonkou. There is no way in hell Mihawk is 'Admiral tier' when a swordsman is in 'Yonkou tier.' And there is no way in hell Crocodile or Jinbei should be in 'Shichibukai tier' while Zoro/Sanji/Smoker/Vergo are in VA level with Lucci and Kaku of all people.

You severely underestimate the supernova and sentoumaru. Sentoumaru claims to have the strongest busoshoku in the world atm

and cavendish can't be determined, doubt he's stronger than franky though
