He can control all of them with his tags and will not include nagatos, madaras, or 1st kages personalities so that they won't break free of his restraint. He is above all other god level shinobi. The reason why Orochimaru doesn't take Sasuke's body is because he already used his Living Corpse Reincarnation Jutsu to take over Zetsu's body. Now he has to wait for 3 years or more (Hashirama's DNA probably wont reject him).

Yes, Edo Tensei counts as Orochimaru's power. Controlling 3 Former Hokage without getting tired or any stress is a sign that Orochimaru is easily able to suppress the powers of the 2nd, 3rd and 4th Hokage. It is obvious that he would fail to control Hashirama because Orochimaru's own body was made of Hashirama's DNA.
