Hi guys, not to blow Peaceful's horn, but I do agree with him on allot of points in regards to this.
BTW, there was a thread similar to this a couple of months back, before peacful brought his peace to this form.
My points is similar in his, but he is coming of to strongly here. I dont think Tsunade is worthless like the poll indicated I do however dont believe that she is a Hokage's worth.
First off, I have to indicate to you that a hokage doesnt get selected solely for his of her specialty. Its all good and well Tsunade is THEE best Medical healer in the Naruto world doesnt give her the title of hokage. Reason for that is simple.
Lets first discuss what is a Hokage before we continue. (This is only my analysis and could be wrong, please advise if there are things that you dont agree with)
1. A Hokage needs to be the strongest ninja in the village. This was stated in the manga, now we can debate on whether they meant physically strong LOLOL Then Tsunade would take it easily. or Overall, well balanced strong. I think that former is the one they refer to. All the ninja's have like a "score card" Those similar to that of what Kabutu had. I think that the best option would be to evaluate the score cards to find a candidate that have an over all great score, and not just accelerating one/two expertise.
2. A Hokage is supposed to be a leader. I mean that is actually self explanatory. I think the best candidate needs to have the ability to lead many people in to protecting, defending, and building the villages success. I unfortunately do not think that Tsunade lived up to that occasion. Reason being is that she didnt live up to that expectation. With the "village" one can include the people aswell as the physical structures and if it wasnt for Naruto's convincing speech, Nagato would not have revived all those people. I agree Tsunade saved alot of people but she failed in saving the "village".
3. A Hokage is supposed to inspire the youth. A leader needs to inspire the youth to become greater. Similar to how Naruto have been inspired by previous Hokages success. It is unknown to find that Tsunade actually inspired the youth. I will give her the benefit of the doubt and say that she inspires the youth.
4. The Hokage needs to be acknowledged. In order for a leader to be influential he needs to be acknowledged by his people. Similar to how the people in the USA acknowledged Barack Obama. If they didnt, and didnt believe in him, he would not have been elected as a President. Similar to Tsunade she was not elected by the people, but she was elected by the elders. The only problem is that not even all the elders was satisfied with the decision,as their first choice was Jiryia. Only after he have declined the title she was selected. Even after she was elected, the elders constantly disagreed with her decisions. Still not fully acknowledged her as a capable hokage.
5. The Hokage needs to take responsibility. I can give it to Tsunade that she does take responsibility for her actions. She even told the elders that she is willing to put her life on the line for her decisions. The only problem is that I have witnessed through the manga that she also slacks with her admin work, thus she loses some of her responsibility points in my eyes.
6. The Hokage needs to be able to predict and plan for future events. I can with all honesty say that Tsunade failed in this event. Everybody new that Akatsuki was after the tailed beasts. That was introduced early in the manga, and she had more than ample enough time to devise a plan on how to protect the village, how to gear the people, how to empower Naruto on to defend himself (I give her that, she did send Naruto with Jiryia, and she did send him to Toad mountain, but unfortunately that was to late) Instead of putting Naruto in danger by allowing her/his emotions influence her decisions by sending Naruto off to assist Gaara after he have been captured, they could have rather used that time to send him to Toad mountain. By the time Naruto would have been finished training he could have stopped pain without the village even being need to be attacked. Prevention is better than cure!!!
To close it all down, I came to the conclusion based on the above that Tsunade is not a worthy Hokage. I agree that she is a wonderful ninja, and she have healed a lot of people, but unfortunately that doesnt always make a Hokage's position viable for the candidate.
I know the people would say, but whom else should have been elected as Hokage. To be honest I dont know, but that is off topic.
I will say that Tsunade failed as a hokage, but she is definitely not useless. And she definitely is a worthy opponent.
