So holding the entire village at ransom isn't trying? I still wonder how that battle would have turned out if it had been somewhere else. For starters, Gaara would have used Shukaku if he thought he needed it; he wouldn't risk that in the middle of the hidden Sand. And even that was long before the Kage summit or the war.

But if we're going to go by direct facts: When battling the 25 Susanoo, two of the Kage needed help from other two: A (from Onoki) and Mei (from Gaara).

Hmmm so deciding which is faster is going to be speculation, all I'll say is that both were showed to be faster than Amaterasu and, for me, that means they are just as fast and Gaara's shield is strong enough to resist.
