I've read people saying that everyone can use every Elemental Style?

WUT?

Is this really true? It seems like a fail;

What about the whole thing that Kakashi is a badass because he can use all the elements?

I'm sure at one point he's even talking with Yamato & Naruto and Yamato is like "Kakashi is special (sharingan?) because he can use every Elemental Style but not things like Wood Style ofc.

No, only people with earth nature can use it. People fail to remember that only a few hundred out if the THOUSANDS of shinobi performed the jutsu. But obviously not everyone performed the move, Shikamaru just told everyone cause he doesn't know which people has earth nature.

They were the simple seals of Doton Jutsu and it can be performed if you know the seals. Using simple jutsu is not a big deal but when you want to use a powerful jutsu with Doton then you need it as chakra nature. Its same as shadow clone jutsu anyone can perform but only some can perfect it thanks to chakra required.
