The word 'Fodder' is a real word you do know that..
It means Food, for cattle and other livestock. There was no reason for Madara to use that meaning.
It is also used as a term during the war. 'Cannon Fodder' was used on soldiers who were valued so little that the generals sent them marching in lines across fields directly toward the cannons. The phrase "cannon fodder" means cannon food, like the soldiers were feeding the cannon. And I'm sure you can put this into context with what Madara meant.
