Hey I explained in other way

SO6P : REVERSE SEAL : NINE ILLUSIONARY DRAGONS!! (holding the seal) This will divide your chakra into nine parts in a balanced ratio.

SEE? So6P didn't said that he will separate their chakra with respect to their tails, but instead they will be balanced somehow. If they vary in their tail number then the chakra will also vary accordingly.
